Mumbai: CM Devandra Fadnavis led Maharashtra government, which has planned a grand memorial of Dr BR Ambedkar in Mumbai release the tender for its construction without a master layout plan or a detailed project report by its side, a report said.
On April 14, the construction bids were floated on the birth Anniversary of Dr. Ambedkar, ater the Urban Development Department (UDD), in a written communication dated April 13, 2017, directed planning authority Mumbai Metropolitan Region Development Authority (MMRDA) to float the bids. Now, after two months MMRDA is now pushing back the date to sell the tender documents as the master plan for the construction project of the 350-foot Ambedkar memorial is not ready yet.
Tender documents contain the terms of reference or the scope of work expected from the company bidding for the project. The master plan, which is part of the tender document, the detailed blueprint of the project with technical specifications. In other words, is forms the basis for the construction of the project. If a detailed pan is not prepared, it could lead to delays in project or escalate project cost.
A senior state government office al states, "It was a political decision to float bids on Ambedkar Jayanti. The approach was that the process to finalise designs, secure CRZ clearance and the actual handover of the land to MMRDA from the state government, could be carried out simultaneously."
However, an undersecretary in UDD to the MMRD said that the concept plan is in place, the MMRDA should go ahead and finalize the plan and float bids. "The one-member committee under Social Justice & Special Assistance Minister (Rajakumar Badole) has approved the concept plan. Since the MMRDA is the special planning authority, it should go ahead and finalize the drawings, cost estimated as over the concept paln. Accordingly, I am hereby directing to inform you to float on the basis of drawing after preparing a tentative estimate of the cost," he said.
The MMRDA has floated the bid and in n the design, engineering, procurement and construction (DEPC) model with an estimated coast of Rs 600 crore and a construction time of 36 months from the date f award ceremony of the contract.
The MMDA had first decided to sell tender documents from May 25, but the date has now been shifted to June 15.
"There are some modifications that aee being made to the final design that have to be given with the tenders. We are funalising it. Once it is done, we will start with the sale of tender documents," said UPS Mandan, metropolitan commissioner, MMRDA. He said the MMRDA wants to finalise everything before selling off the tender document to avoid complications or financial implications at a later stage.
The memorial is expected to be build in over 4.84 hectare are on Mumbai's seafort at Indus Mills in Dadar, near Chaityanhoomi, where Ambedkar's ashes were interred.
Prakash Ambedkar, grandson of Babasahed Ambedkar and Dalit leader, said that the BJP government is using his grandfather's name to gain political mileage. "The government doesn't ant to do any intellectual activity related to Dr. Ambedkar. According to my information, the government does not have any plan for the memorial. They are not serious about t," he said.
